Contrary to popular belief, ship detentions don’t occur solely in risky or challenging ports. Instead, they often result from inadequate preparation. This is clearly demonstrated in the POCRA PSC Risk Levels Matrix.

• 9% of detentions occur in ports that are not considered challenging (PRL Levels 1, 2 & 4).
• 14% of detentions take place in challenging ports (PRL Levels 3, 5 & 7).
• 17% of detentions happen in the most challenging ports with a closed PSCI window (PSCI not due)

This means that only 60% of detentions occur where a PSCI might be expected (PSCI window open) and the port is categorized as most challenging.
